Try this
pip3 install virtualenv
After that
virtualenv venv
Then activate your environment
source venv/bin/activate
And now you can install Django, I think this is better way and safe, rather than install django in a global system.
pip install django
I was installing some Python packages (like Numpy) directly from the prompt using pip (I use a Windows machine). Then I updated the pip from 19.0.3 to 21.0.1.

I have already researched these errors on stackoverflow as well as Github and many users are having this issue due to their company's networking it seems like (I work at a big company developing python scripts, I'm certain it is a company network issue).
