No, not now. Since you are at least the second person to ask this, I added the idea to my personal list of possible enhancements. However, while running a selection would not be a problem, producing accurate tracebacks for exception would be. Doing so is an essential part of Python's operation.
Currently, one can disable code that you need to not run by commenting it out (Alt-F3) or by making it a string. One can stop execution after a particular statement by adding 1/0. Or you can copy code to a new editor window.
Do you have a specific use case in mind, or are you just wondering?
Install Spyder, with its dependecies, and you will have wonderful FREE IDE !
You will have another solution, is to use IPython Notebook, where you will be able to use your Internet Browser to run python codes!:

I've been searching everywhere for an answer to this but to no avail. I want to be able to run my code and have the variables stored in memory so that I can perhaps set a "checkpoint" which I can run from in the future. The reason is that I have a fairly expensive function that takes some time to compute (as well as user input) and it would be nice if I didn't have to wait for it to finish every time I run after I change something downstream.
I'm sure a feature like this exists in PyCharm but I have no idea what it's called and the documentation isn't very clear to me at my level of experience. It would save me a lot of time if someone could point me in the right direction.
Turns out this is (more or less) possible by using the PyCharm console. I guess I should have realized this earlier because it seems so simple now (though I've never used a console in my life so I guess I should learn).
Anyway, the console lets you run blocks of your code presuming the required variables, functions, libraries, etc... have been specified beforehand. You can actually highlight a block of your code in the PyCharm editor, right click and select "Run in console" to execute it.
This feature is not implement in Pycharm (see pycharm forum) but seems implemented in Spyder.
When reading a book or just coding on terminal/IDLE it's common to make typo, forgot brace or comma etc. After I got error and all what I wrote before is lost.
Then I have to write down code again..
Is there any way/option to return back all what write before and just edit mistake and continue to code?
In Idle (at least my version, Python 2.7.10 on windows), you can simply copy paste your code. In the python interpreter, you can't afaik, however you can use the up/down arrow keys to recall lines you previously "submitted" (i.e. typed and pressed enter).
If I understood correctly, IDLE is a GUI (graphical user interface - a visual representation of a program rather just through text) made to have a bit more features for programming in Python. You can use IDLE interactively, like in Terminal (a.k.a command line), or use it to write your script rather than in a separate text editor. Then once you save your script/program you can do neat things like run it directly from IDLE. There's nothing more special about the Terminal, you just have to do some more work.
Furthermore, all the code you have written on your GUI is on the cache memory which is used in system to store information recently accessed by a processor. So, I suggest you write again your code you can't recover them without saving.
To avoid these kind of problems use Git!

IDLE's Shell window is statement rather that line oriented. One can edit any line of a statement before submitting it for execution. After executing, one may recall any statement by either a) placing the cursor anywhere on the statement and hitting Enter, or b) using the history-next and history-prev actions. On Windows, these are bound, by default, to Alt-p and Alt-p. To check on your installation, Select Options => IDLE preferences on the menu. In the dialog, select the Keys tab. Under Custom Key Bindings, find the 'histor-xyz' actions in the alphabetical list.
For short, one-off scripts, I have a scratch file called tem.py. Since I use it often, it is usually accessible via File => Recent files.
I am using JuliaBox to run python code in python 2.
My code is as follows:
l=[]
l.append(5)
And the following is the error I got:
type Array has no field append

You are using Julia not Python:
I don't think you are obviously doing anything wrong. I can reproduce your problem by clicking New on the JuliaBox.org landing page and selecting Python 2 in the Notebooks subsection of the menu. This creates a new notebook which you would expect to be running against the python kernel and gives you some visual indications that it is running python.
However
In fact, it is not running Python, it is running Julia. You can test this by, for instance simply typing sin(0.3). This would fail in Python, but gives you a result in Julia. Similarly println("Hello world!")
I'm not familiar with IJulia or Juliabox, so can't state categorically whether this is a bug, but it certainly feels like one and is unexpected and counter intuitive behaviour at best.
My final comment is to try a different interpreter - if you want something with a similar look and feel, you could always use iPython directly. As a bonus, you'll be able to use Python 3 instead of being stuck with 2.6!

I'm working on bash in Ubuntu and I have a python program using some threading code. It works well, but after I kill it pressing CTRL+C, the shell just breaks. No input is shown to me (although it still is interpreted in the background) and the only thing that works is the enter key, albeit in a weird fashion.

Well actually it doesn't work, it just places a new prompt line right next to the previous one.
I think something is messing up with my shell, so I was wondering is there a way to "reset" it? right now I have to open a new shell session and that is very annoying.
To know what is causing this problem to begin with would be great, but I don't think that's possible with the little information I just provided here. And frankly I have no idea of where in my code I could be messing things up, since like I said before the program does work correctly.

You need to reset the terminal by typing
resetEnter
into the bash shell (you might need to do it blind, i.e. without seeing the characters being echoed).

I have a working version of JEDI with Emacs 24.3 on osx. The autocomplete feature is wonderful, except for when I want to comment things out! I frequently comment/uncomment portions of my code and was hoping there was a way to prevent JEDI's auto completion from coming up when I type #. Any advice or thoughts would be greatly appreciated!
edit: When I go to comment multiple lines I enter in # typically followed by DownArrow and LeftArrow, but what usually happens with JEDI enabled is this dialog pops up preventing me from moving to the following line until I make a selection:
You can try to use company-jedi for your python completion. This package doesn't have this problem.
One way to get around this issue would be to select the lines (region) you would like to comment out and hit M-;. This runs the command comment-dwim which comments out the selected region (or uncomments it, if it is currently commented out).
When used in conjunction with e.g. mark-lines which allows you to select the current line with a single key stroke, this makes for a really fast way of (un)commenting portions of your code, even if they span just one or two lines.
emacs-jedi dev here. If emacs-jedi works as you describe, then that's a bug.
But I cannot say what is wrong from the limited information I have. So, just general directions:

This is a guess from your screenshot but it seems that you have old version of popup.el. So maybe auto-complete.el could be old one if you install them at the same time. If you don't see the problem in the clean Emacs (step 1. I mentioned above) which installs newest libraries, then updating them could solve the problem.
