So I'm trying to log into my hotmail account via python and keep getting this response on the page when I make this request

You see this particular output because it is in fact the content of the page you are downloading.

This is happening because you are being redirected by the javascript code on the page.
Since the page you are trying to access requires login, you cannot access it just by sending http request to the internal page.
You either need to extract all the cookies and add them to the python script.
Or you need to use a tool like Selenium that allows you to control a browser from your Python code.

I would like to access a ressource with a particular url. Let's say I have only access to a PC (without admin rights) from which I cannot use the requests module due to different reasons.
Normally, I would address an API und perform HTTP GET and HTTP POST requests with:

This does open an authentication popup, which I cannot access with the selenium "switch_to" functions. Ideally, I would like to perform a HTTP POST via selenium and provide authentication as well as header information. Would that be possible?

How can I scrape it with the cookie?
Scraping a modern (circa 2017 or later) Web site that requires a login can be very tricky, because it's likely that some important portion of the login process is implemented in Javascript.
Unless you execute that Javascript exactly as a browser would, you won't be able to complete the login. Unfortunately, the basic Python libraries won't help.
Consider Selenium with Python, which is used for testing Web sites but can be used to automate any interaction with a Web site.
I'm trying to send a post request to a website to get a json response. I can see the json response in Chrome Inspector when I click on a link, but I can get it using requests.
Firstly I tried to used requests Session to get the cookies first and use them in the post request, to no avail.
