I have installed nltk 3.2.1 on my CentOS machine.
Now whenever I try to download any corpora/models of NLTK, it gives me below error:

Note that I have tried all the below methods to download NLTK data -
nltk.download()
nltk.download('all')
python -m nltk.downloader all
But in all the methods I receive the same error.
Anybody has any idea why I am getting this error and how to download NLTK data?

Let's see: Your downloader opens the xml document that lists the available downloads, tries to parse it, and gets an error:
ElementTree.parse(compat.urlopen(self._url)).getroot())
Either (very unlikely) the nltk site is no longer compatible with Python 2.7, or you're not actually receiving the expected XML document because there's something wrong with your connection. Are you behind a proxy? If not, something else is probably wrong with your connection.

The .prc file doesn't exist in the executable, but even if I copy it there manually, it still doesn't work. In my Code, I use a function called loadPrcData. Is that a Part of the problem? Or is it something else?

I didn’t have this before. This problem has appeared recently. The problem occurs on OS X Mojave version 10.14.6
Check your current working directory for a setup.cfg file with unsupported syntax in it.
This is open issue #5182 CLI parses unrelated config files and then crashes, created by me in April 2018.
As a workaround until the issue is fixed, you can cd into a different directory and try installing again.
I was installing pycrypto, and was careless and installed the win32 version instead. Unfortunately, when I go to uninstall it, it cannot find the file specified (full error below). Thanks for any help.

Usually, there's a long list of files here. In your case, it's only an .egg. Which means that you installed the package as a packed .egg (thus most probably, you installed it with easy_install rather than pip: pip always unpacks .eggs).
Now,

Means that the .egg was already deleted (probably you deleted it by hand, or a previous uninstallation process was interrupted), but installation metadata wasn't. IIRC it's kept in a file or directory named something like pycrypto-2.6-py2.7-win32.egg-info.
So, locate it in site-packages and delete it.

Next, I tried upgrading to Sage 6.6. That went smoothly, as did the installation of bs4. However, when I opened the notebook, I was unable to run code cells, because the "Shift-Enter" command only registered as "Enter" and gave me a new line instead of evaluating the code. Additionally, there was no "evaluate" button. Any recommendations to solve any of these issues would be greatly appreciated.
Unfortunately, Sage has changed how it handles optional packages like BS so that older versions may not be able to use them. You can always go to a mirror, though, like http://mirrors.mit.edu/sage/spkg/optional/ download it, and put it in your (old Sage's) optional spkg directory and try doing sage -i path/to/file.
As to the notebook issue, that should be a matter of doing a "hard cache reset" in the browser due to different jQuery versions, see e.g. here.
