Why am I getting this error from the end of my manange.py file? I'm trying to run python manage.py test. I get this error even if the tests.py is blank. The project works fine and I'm trying to add tests.

Looks like you have failed to import rest_framework library correctly. Is there somepoint in which you are trying to import this?

Looks like you are missing django-rest-framework requirement.
Make sure you have it installed, you can use pip freeze command to check for installed dependencies. I guess you probably have a file named requirementes.txt or something along those lines, try with pip install -r requirements.txt to install all dependencies.
Did you add rest_framework in your setup ?

In the comments you told me that you did makemigrations and then migrated before you deployed.
These things have to be done after deployment on the heroku side as they will be making the tables on the heroku database.

It looks like the following import is causing the problem:

Importing views or models in the settings can cause circular imports and lead to the SECRET_KEY error message even when it is set. I don’t like the way django-lockout is encouraging you to import views for the LOCKDOWN_VIEW_EXCEPTIONS setting.

You settings folder is not a Python package, you must add a file named __init__.py to that folder.
You do not have 'base' in your INSTALLED_APPS which is what Django looks for when you just import base in your test.py file.
On top of this, the later versions of Python seem to really prefer the full import path rather than relative ones and can throw an error if this is not used.
To fix this, just add:
