PIP error : cannot build wheels for sip, which is required to install pyproject.toml-based projects

Whenever I try to install sip with pip, it shows an error. The full output was :

PIP Version: 21.3.1

I just tried installing sip in a venv, and it went smoothly. I guess you need to upgrade pip:
pip install --upgrade pip
and then run again the installation script:
pip install sip

Run the command in the script directory on this path C:\Users\XXXXX\AppData\Local\Programs\Python\Python310\Scripts

How to install CPLEX with python?

I am trying to install cplex for python 2.7.9. I downloaded IBM ILOG CPLEX Studio Preview 12.6.1 32bit and I tried to install it from Pycharm (using the GUI and the install package button) but I got this error message:

You might just want to set the path in your environment variables for python to tell that CPLEX is at this location. Like CPLEXhome/python/PLATFORM/.

You might want to copy the /cplex dir from the IBM installation path to your local python modules path.

Error installing Rpy2 on Linux

I'm trying to install Rpy2 version 2-2.2.1 on Linux and I'm getting the errors below.
Here are the two error messages I'm seeing:

So I was trying to install this on a network drive, but from a machine I had never installed R on. The issue went away when I installed from the right machine.

Error installing python packages on Fedora

I'm exploring options for vulnerability testing of my sites. Wapiti runs nicely on my local VM, so I want to set it up on a live server to decrease runtime. But this is my first time trying to install a python package on this server and I'm having some trouble.
I suspect there is a python configuration error or something similar because I'm seeing errors event when I don't attempt to install the package. What's going on here?
I have root access so (per this post: Proper permissions for python installation directory?) I did this:

Two thoughts occur to me...first, is it possible that pip-1.5 uses syntax that is not compatible with your installed version of python (which appears to be 2.4)? The code in question is executing the ternary operation of python. If you do this in interactive mode what happens?
# python
>>> True if True else False
(it should print 'True')
The second, is whether or not you've actually stumbled on a pip bug.
I just checked the source https://github.com/pypa/pip/blob/develop/pip/log.py, and line 19 (quoted in your traceback) doesn't precisely match (it's close, but the lines are formatted slightly differently). It's possible you caught some sort of interm release. You could try:
# easy_install upgrade pip
That might fix it.
If not, you might downgrade to pip 1.3 (which I typically use most often).
# easy_install "pip==1.3.1"

SOAPpy installation unable to find fpconst eventhough its installed

I am a complete novice to the python world and have recently been asked to migrate a legacy application that runs on Python 2.4.15, SOAPpy Module & fpconst.
While installing SOAPpy 0.12.4 on the machine, I get an error saying that its unable to locate fpconst eventhough it has been installed on the server.

Error: No local packages or download links found ..
Go here -> decompress the file -> open a cmd and cd dir to SOAPpy files -> type python setup.py install to run it.
Then run IDE to check it, by import SOAPpy.
