I use scroll_to() but this time, I need to move to a certain position taking count of multiple informations. (I didn't find it in the doc)

Looks like you need the scroll_y parameter. This a percentage value indicating how far 'down' the scroll is.
From the docs:
a Y scrolling value, between 0 and 1. If 0, the content’s bottom side
will touch the bottom side of the ScrollView. If 1, the content’s top
side will touch the top side.

So if you set ScrollView.scroll_y = 0.5 the scroll box will scroll halfway down.
If you know the distance of your scroll in pixels you can always combine the above with convert_distance_to_scroll(dx, dy) which, (again from the docs):
Converts a distance in pixels to a scroll distance, depending on the
content size and the scrollview size.

I have a scroll view with GridLayout child and lany varying height labels are added in gridlayout. My question is, How to know which widget is shown in the screen at any time? Reason is, I want to show the details of topmost visible label in other part of the screen(to show which widget is top of the visible scrollview area now). For ex, if the gridlayout has 50 labels, when we scroll, screen might show 4 labels(due to size of the scrollview) for ex 23,24,25 and 26. In this case, how to know label 23 is being shown at the top of the scroll view visible area?

I'm clicking the button in the fixed menu at the top even though there is a Button in the vertical Scrollview, it doesn't effect the fixed menu.
I'm trying to click at the button in the fixed menu at the top but the actions are being sent to the horizontal Scrollview below.
I'm new with kivy and even programming and I'm creating an app with Python 3.7, and Kivy(1.11.1) that kinda looks like Netflix's Page layout, in which there is a menu fixed at the top and below it there is a vertical Scrollview with some horizontal scrollviews inside (just like the Netlix's catalogues, eg.: My List, Continue Watching, Series, etc). The problem is that when I scroll down the vertical ScrollView and one of the horizontal scrollview gets behind the fixed menu at the top, the events are sent to this horizontal scrollview and not to the fixed menu that is be above the Scrollview content. If I scroll the vertical Scrollview down and one of the horizontal scrollviews gets "behind" (in quotes because I imagine they aren't supposed to collide with each other) the menu at the top, if I click in the menu the event is being sent to the horizontal scrollview.

You do manage to find obscure situations in kivy :-).
I believe the problem here is the order of touch event processing. The touch events are normally processed by the top level widgets, and they dispatch the event to their children, all the way down the Widget tree. In any Widget with multiple children, the touch event is dispatched to children in the reverse order that they have been add to their parent. And in kv, child Widgets are added in order as they appear (top to bottom). So, in your case, the ScrollApp has three children, and the touch events will be dispatched to its children starting with the BoxLayout that contains the bottom menu, then to the ScrollView, and lastly, to the BoxLayout that contains the top menu. So the ScrollView gets the touch event before the top menu, and dispatches the touch to its children (including the Custom instances). So the Buttons in the Custom see the touch event before the top menu sees it, and they claim it as their own. The obvious way to fix it would be to change the order of Widgets that appear in the ScrollApp, but since ScrollApp is a BoxLayout, that would dramatically change how your App looks. A different fix is to use a Layout that doesn't depend on the order of its children. Something like a FloatLayout has that characteristic. So, here is a modified version of your code, that makes ScrollApp extend FloatLayout instead of BoxLayout:

So, with this child order in ScrollApp, the top and bottom menus get their shot at the touch events before the ScrollView.
I actually think your code should work without this change, so there may be something else happening that I couldn't find.
I trying to create a one screen app with one root rule set. by pressing a button i should see a scrollable text in the grid next to the button. You don't set the size of your Label, so the default applies, as any widget, the defaults are
size: 100, 100
size_hint: 1, 1
since size_hintis 1, 1, and the parent is a layout, size itself is overriden by the parent's available space
since you set size: minimum_size in the parent layout, it'll give the minimum size its children require, but the Label doesn't ask for any space, it's size_hint of 1, 1 means that it's happy to take all the available space. Kivy solve this situation by not giving it any space, so the Label size ends up being 0, 0, and the GridLayout's size as well.
So you want to disable size_hint (at least for the height, of the Label, and instead set it to the texture heights
size_hint_y: None
height: self.texture_size[1]
Which is usually sided with setting the texture width to the available width, by setting text_size.

I've tried using size_hint_y=.6 for the ScrollView, and swapping height and minimum_height in the wordGrid.bind(minimum_height=wordGrid.setter('height')).
What I thought was going to happen, is that the ScrollView container will be the height of the window minus the height used by two other widgets. Inside the ScrollView, WordGrid is longer (the height is bound to the minimum height necessary for all children) and so the scrolling is used to see all the items. I must not be understanding some fact about heights/sizes of ScrollView, WordGrid, and WordGrid's children. Anyone have some insight?

the Label by default will have size_hint_y=1. Instead, size_hint_y=None is necessary. A height can be set, as is done in the WordLabel class - which was what the OP (by me) meant to do.

Here is a screenshot of my kivy app. I am trying to get the TextInput in the bottom left to be centered in the BoxLayout which it is in, and I don't want it to be the same size as the layout, I want it to be much smaller. This BoxLayout in question resides in the bottom half of the screen. I have tried setting the TextInputs propertycenter:self.parent.center but this doesn't work. As you can see, I have printed the center coords from the BoxLayout into the TextInput using that very line, self.parent.center, with the correct result. Yet, setting the TextInputs center or position to these coords is not centering it, it doesn't move... what am I doing wrong?

You gave the TextInput size_hint: None, None, therefore the BoxLayout doesn't try to manually give it the right size, and it assumes the default size of 100, 100. Just delete the size_hint line to fix it.
Also, several widgets have lines like size: self.size. This is meaningless, self refers to the widget itself, and clearly the line does nothing since it just tries to set the size to what it already is.
Things would also be simpler if you made your TimeTabler inherit from BoxLayout instead of Widget. That way you wouldn't need to manually set it's child BoxLayout's size.

I think your problem was the BoxLayout automatically sets the position of the TextInput even when it is setting its own size. A simple way around this is to just next the TextInput in another widget, in this case an AnchorLayout that takes care of the centering for you. You could also just use a Widget and your previous mechanism of setting the TextInput center.
