How can i get solve this
At a guess, you are using Python 3.11. There are no pre-built cx_Oracle 8.3 packages for that version. Upgrade to the latest cx_Oracle, now called python-oracledb, which does have pre-built packages for the latest Python. With this, you won't need a compiler.
See the python-oracledb release announcement.
In summary, run:
python -m pip install oracledb
I installed Python and pip today (so they are up-to-date). I tried to install "provers", and got the following error message.

I've looked online for any clue how to fix this problem, and tried some basic trouble-shooting. I've seen suggestions to install other packages (like cmake) and have done that without problem. But I don't know what to try next.
I try to install sslkeylog module however got the error as follows.
I installed visual studio "Microsoft C++ Build Tools" as suggested in the error message however couldn't solved the problem.
I will appreciate if you can guide me how to solve this problem.

You need to install Visual Studio Build Tools for C++
download link here
page link here
This will download the installer, open it and select Community on the Available tab. Then select Desktop Development with C++ and install that
iirc that should solve your issue ツ

What I have already tried:
pip install nes-py --no-cache-dir
pip install --upgrade pip setuptools wheel
My system:
Windows 10
Python 3.10.2 64 Bit
Visual Studio Code
Have you tried doing what the messege tells you to and downloaded
Microsoft Visual C++ 14.0 or greater?
You can install it at "Microsoft C++ Build Tools": https://visualstudio.microsoft.com/visual-cpp-build-tools/
