install is failing and cant figure out why. ive spent a lot of time researching this issue and half of the people are saying the apache24 folder is in the wrong place, which ive double checked its correct. and the other half say its because windows sdk tools are not installed, which ive double checked they are.

I have installed MS Visual C++ build tools and I still get this error. I haven't been able to find anything about how to resolve it. Any help would be appreciated!
This is a problem with the .cpp files provided in the package .tar.gz release not being compatible with some versions of python that are newer than the package. When this package was released the most recent version of python was 3.7.
The easiest solution is to use an older version of python, in particular one where you can install everything from compiled wheels with pip rather than having to compile anything, like python 3.7.
If you really want to use python 3.9, then you can try installing directly from the github archive for each repo / version tag, which will use a newer version of cython to generate files that are compatible with python 3.9:
pip install -r cython "cymem>=2.0.2,<2.1.0"
pip install https://github.com/explosion/preshed/archive/v2.0.1.zip
You may have to repeat this for all the other requirements that have the same error: 1) install the requirements for this release (find requirements.txt in the repo at this tag), 2) pip install from the repo for this tag, either from a local clone or from this kind of archive URL.
A good starting point is to checkt the compatible python versions. If you check the pypi page, you will see python 3.6 listed as the only one, so simply use the power of conda to create an environment and install there:
conda create -n newEnv python=3.6
conda activate newEnv
pip install nlpre
When I am trying to install PyGObject I get an error. I am using Python 3.10 and Windows Command Prompt.

ERROR: Failed building wheel for PyGObject
Failed to build PyGObject
ERROR: Could not build wheels for PyGObject, which is required to install pyproject.toml-based projects
I had the same issue and the problem is that PyGObject needs to be compiled which will be done by default using Microsoft Visual Studio. This seems not to work. I also read somewhere that this won't work.
I managed to compile it using the instructions on https://pygobject.readthedocs.io/en/latest/getting_started.html but then got errors importing it into my project ('circular import'). Msys2 relies on python 3.9 by default, while I'm using 3.10. Could be related. Did not have time to look further, yet. So I'm happy for solutions to that :) Maybe will try changing to 3.9. later.
how can I install AIORTC, the WebRTC/ObjectRTC bindings for Python on windows? when I do pip install aiortc, I get the below error:
I have the lib opus source code I got from their webpage, but where can I put it? if I'm understanding the error it can't find the c headers in the include path.
any suggestions would be greatly appreciated.

According to the github page of AIORTC, Windows 10 isn't supported at this time.
It is supported on Linux. Maybe try it out with virtualbox or WSL?
So I am trying to pip install gdal but got an error.
extensions/gdal_wrap.cpp(3168): fatal error C1083: Cannot open include file: 'cpl_port.h': No such file or directory
error: command 'C:\\Program Files (x86)\\Microsoft Visual Studio\\2017\\BuildTools\\VC\\Tools\\MSVC\\14.13.26128\\bin\\HostX86\\x64\\cl.exe' failed with exit status 2
So I am running the following:
Python 3.6.4 anaconda distribution
Windows 10 (x64)
Microsoft Visual 2017 Redistribute both x64 and x86 (both installed by the vs builder tool)
MS Visual was installed because of this error before
error: Microsoft Visual C++ 14.0 is required. Get it with "Microsoft Visual C++ Build Tools": http://landinghub.visualstudio.com/visual-cpp-build-tools
Here is the trace log for the error:

Any ideas how to fix this? I just want use the ogr2ogr in gdal to convert .shp to GeoJSON then to topojson.
I had the same problem and found the solution here:
gdal-installation-error-using-pip
That is: download the wheel file and install from the command line.
I prefer use conda instead, I was stuck at the same issue for hours, this is the only solution to install GDAL I found.
conda install gdal
